General Description:


Arrange for the purchase of assigned commodities and services.

Work Includes reviewing requests, talking to vendors and department officials, examining price, suitability, and availability of items or services comparing specifications, and reviewing alternatives to ensure purchase requests are fulfilled.

Work is performed independently under the general supervision of the Purchasing Manager.



Essential Duties:


Conducts research, evaluates findings, and makes independent decisions on procurement matters.

Interprets and evaluates contract provisions in regard to material buys.

Obtains oral and written price quotes from vendors.

Compares quotes with specifications and availability of items and places orders.

Organizes an, updates, and retains product information files and purchase order records.

Reviews orders for completeness, accuracy, and compliance with existing policies and procedures.

Obtains appropriate commodities in a timely manner to support production processes.

Prepares purchase orders through a computerized system and places orders for the purchase of goods and services.

Interviews vendors and evaluates their products and capabilities as a supplier.

Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless customer service to Production and Program Managers.

Read comprehend, and apply knowledge of laws, ordinances, rules, regulations and procedures governing federal procurement and commercial procurement.

Work in a Team atmosphere of an organized system of supervision and formal operating procedures.

Maintains excellent customer/client methods of communications to permit efficient problem resolution and acceptance of new services or programs.

Consistently demonstrates remarkable skills in assigned activities, teamwork, and communications, operating efficiencies, and handling of client changing needs, and analyzing and solving typical operational problems.

Expedites deliveries and or slows downs deliveries as required to maintain optimal inventory levels.

Investigates and holds suppliers accountable for vendor errors and or late deliveries, review vendor quality programs to ensure compliance with government contracting.

Works with operations, Engineering, Marketing and Sales personnel to execute Company projects and strategic initiatives.

Generate and implement cost-savings initiatives



Minimum Education/Experience Requirements:




Highly proficient in Microsoft Word, Excel and other Microsoft office products.

Must be able to handle the most complex procurement duties including material budget tracking, report generation, and job/task tracking.

Must have the ability to negotiate with vendors for goods and services, negotiating the best price and service guarantee.

Must have strong experience working with government contracts in regards to procurement.

Strong understanding of Federal Acquisition Regulations (FAR).

Minimum of 5 years of directly related experience in a Government Contract purchasing positions in regards to metal fabrication production and shipboard installation and repairs.

Strong knowledge in GSA Contracts, FFP Contracts, CPIF Contracts, CPF, T&M and IDIQ contracts.

Must be able to understand Far and flow down clauses under prime contracts.

Must have a minimum of two (2) years background in metal fabrication procurement with a complete understanding of various types of metals procured for shop fabrication.

Must have a thorough understanding of ISO and quality standards as they apply to material acquisition.

Must have experience and ability to read and identify materials from drawings, manuals as they apply to fabrication projects.

Must have background in Hay-Stack or Fed-Log and a strong ability to cross reference government stock numbers to commercial items and materials.

Ability to respond to common inquiries from customers and staff.

Ability to work with mathematical concepts such as probability and statistics and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Must have clear understanding of government Level-1 material acquisition requirements for handling and stowage.

Ability to review analyzes process and expedites Material Requisition Planning (MRP) and Just in Time (JIT) and consignment ordering methods.

Thorough knowledge in all aspects of shipping in regards to carrier assignments including HAZMAT shipments.

High School graduate or other technical training.

Outstanding oral and written communications skills.

Willing to work any shift and overtime as required.

Highly safety conscious.




Knowledge, Skills and Abilities:



Basic reading, writing and arithmetic skills are required.

Familiarity with blueprints and drawings.

Ability to read and interpret documents and instructions.

Ability to take directions and follow instructions.

Ability to perform work accurately and thoroughly.

Ability to work on beams, scaffolding, ladders and confined spaces.

Ability to work a variety of assignments and locations on a daily or hourly basis.

Strong ability to be reliable, dependable and work as a team.
